Azorean Government moves forward with next phase of redevelopment of Alcohol Plant and Sugar Refinery
The Regional Secretariat for Finance, Planning and Public Administration has signed, with effect from today, June 1, 2026, a service provision contract to carry out preliminary works as part of the restoration and redevelopment of the Álcool Plant, located in the municipality of Lagoa on the island of São Miguel. This contract follows the guiding proposal developed by the Azores Regional Section of the Portuguese Architects' Association. This is a decisive step towards implementing the intervention and enhancing this regional heritage. The contract entered into with M-Arquitetos provides for the performance of a range of specialised technical works essential to the development of the subsequent phases of the intervention and redevelopment of this site. They include topographical and architectural surveys, geological and geotechnical studies, an assessment of the property’s state of repair, a structural inspection, an infrastructure register, an economic and financial feasibility study, as well as the preparation of the preliminary programme, in accordance with the applicable legislation. As for the Sugar Refinery, which is significantly larger and more complex, the Regional Secretariat for Finance, Planning and Public Administration, in conjunction with the Regional Directorate for Public Works and the Regional Civil Engineering Laboratory, has already begun technical works, namely the topographical survey of the entire site, covering an area of over five hectares. With this new phase, the Regional Government reiterates its commitment to enhancing public heritage by creating the necessary technical conditions for the future redevelopment of the Alcohol Plant and the Sugar Refinery.

Duarte Freitas announces "Construir 2030" Notice Plan and payment commitments to companies
The Regional Secretary for Finance, Planning and Public Administration, Duarte Freitas, announced today the plan to launch the Construir 2030 notices. He also assured regular and predictable payments to companies, building on the close relations the Azorean Government has maintained with the regional business community. The Small Businesses line will reopen on June 1 in accordance with the planned schedule. It will be followed by the opening of notices for the Young Investors, Local Economic Base and Structural Businesses lines in July, September and October, respectively. At the same time, webinars are being organised with business associations and consultants to clarify doubts, present the main changes introduced and ensure that Azorean entrepreneurs have clear and timely information on the procedures to be followed. Duarte Freitas emphasised that this plan stems from the work carried out by the Regional Secretariat, through the Regional Directorate for Entrepreneurship and Competitiveness, in the areas of simplification and reducing bureaucracy, complying with the provisions of the Budget Decree and incorporating contributions collected from business associations, consultants and other stakeholders in these incentive systems. The Regional Secretariat is also preparing to implement mechanisms for the pre-validation of the required documents for projects using artificial intelligence to immediately identify any errors in applications, thereby reducing processing times and the administrative burden on businesses, and making the entire process simpler and more efficient. Regarding payments to companies, Duarte Freitas assured frequency and predictability in aid payments, ensuring that quarterly payments are processed for the previous quarter. This approach ensures a more stable and transparent schedule, giving companies greater confidence in managing their investments. The Regional Secretary for Finance, Planning and Public Administration emphasised that the Regional Government continues to work in close collaboration with business associations, consultants and entrepreneurs, maintaining proximity and ongoing support.
