June 1, 2026 TOURO26 drill strengthens Azores’ capacity to respond to seismic crises Between May 28 and 30, the Azores Regional Civil Protection and Fire Service organised the TOURO26 drill on the island of São Miguel, the largest civil protection drill held annually in the Azores. The initiative took place in the municipalities of Ribeira Grande, Vila Franca do Campo and Povoação, involving 26 organisations and about 250 participants, including operational staff, technicians, extras and other support personnel, in a major effort to coordinate, train and liaise between the various agencies and bodies involved in the regional civil protection system. The Regional Secretary for the Environment and Climate Action, Alonso Miguel, who is responsible for Civil Protection in the Azores, attended the "warm-up" session. On the occasion, he highlighted the “importance of TOURO26 in strengthening the readiness, coordination and operational response capacity of the Azores Regional Civil Protection System in the face of emergency and disaster situations.” According to Alonso Miguel, “Civil Protection is now, more than ever, an absolutely decisive factor for the safety and well-being of the population.” He continued: “Without a solid, coordinated and effective system, we would be a highly vulnerable community at the most critical moments.” “TOURO26 is much more than just a drill. It is a demonstration of the capabilities available in the Region and the Azorean Government’s ongoing commitment to protecting the Azorean population,” he added. During the drill, the Region’s response capacity was tested in the face of a seismic crisis scenario, with multiple simultaneous incidents in different municipalities, putting to the test the coordination mechanisms, emergency plans and operational coordination between all participating agencies and entities. Alonso Miguel made an extremely positive assessment of TOURO26, emphasising that “the goals initially set were fully achieved. Across the various scenarios, it was possible to test the Regional Civil Protection System’s core capabilities for responding to complex emergencies and disasters, particularly in the context of a major seismic crisis.” According to the Regional Secretary, “the results achieved have shown that the Region has a civil protection system that is prepared, resilient and capable of effectively responding to high levels of operational demand, at both municipal and regional levels.” According to the Regional Secretary, holding drills regularly is key to enhancing the effectiveness of the regional civil protection system, enabling the identification of areas for improvement, fine-tuning procedures, strengthening interoperability between agencies, and building trust amongst all stakeholders. “The more and the better we train, the better prepared we will be to respond when reality puts us to the test. It is through preparation that confidence is built, and it is confidence that enables us to save lives,” he emphasised. Alonso Miguel also pointed out that “the quality of the operational response depends not only on training, but also on the availability of adequate resources and qualified and motivated staff.” In this context, he recalled that the Regional Government has invested around €60 million in civil protection over the last five years, representing the largest investment ever made in this sector in the Region. “Among the main measures implemented are the promotion of firefighters’ careers, a focus on the training and qualification of operational staff, the acquisition of more than fifty emergency and rescue vehicles, representing an investment of nearly €8 million, the improvement of the Pre-Hospital Medical Emergency System, and the creation of the Funding Model for Voluntary Firefighters’ Humanitarian Associations,” he noted. The government official also highlighted the creation of an innovative support mechanism for the Azorean Fire Service’s Junior and Cadet Schools, “a pioneering measure in the country that is already yielding very positive results, reflected in a 54% increase in the number of schools in operation and an 82% rise in the number of young people enrolled in these programmes. This initiative has made a decisive contribution to generational renewal, the promotion of volunteering and the future sustainability of the regional fire services.” Alonso Miguel also highlighted the progress achieved through the implementation of new management and operational coordination tools, namely the Operations Management System and the new model for dispatching resources and operational capabilities of fire services. “All these investments demonstrate the Azorean Government’s strong commitment to the safety, protection and well-being of the Azorean population, boosting the Region’s capacity to increasingly tackle demanding and complex risks,” he said. The Regional Secretary concluded by expressing his gratitude to all those who participated in TOURO26, namely the fire service, law enforcement agencies, the Armed Forces, the National Maritime Authority, healthcare professionals, the Portuguese Red Cross, local authorities, government departments, entities with a duty to cooperate, and scientific institutions. “It is due to everyone’s dedication and professionalism that we continue to build a regional civil protection system that is increasingly well-prepared, resilient and capable of protecting our communities,” he concluded.

May 30, 2026 Vocational education is more modern, better qualified and more future-oriented Vocational school education is “more modern, better qualified and future-oriented,” stated the Regional Secretary for Youth, Housing and Employment, Maria João Carreiro, highlighting the €2.5 million investment under the RRP and the Regional Budget in modernising facilities to support high-quality practical training and creating motivating learning environments. “Whilst others have limited themselves to merely managing the Vocational Education and Training system, we have chosen to reform it, enhance it and bring it closer to young people and businesses,” she stated during the session marking the 30th anniversary of the São Jorge Island Vocational School. In her speech, the government official stated that the work being carried out by the PSD/CDS-PP/PPM coalition government, in close dialogue and coordination with vocational schools, is providing “the best collective responses to the present and future needs of a strategic sector” for the Region. “When there is vision, investment and purpose, vocational education moves forward, evolves and earns prestige. Vocational education in the Region is today more dynamic, more attractive and better prepared to continue ensuring that the Azores have the talent and qualifications needed to face challenges,” stated the Regional Secretary. Vocational schools now have more students and more courses than in 2021. Furthermore, they are now held in higher regard by young people, who are increasingly considering vocational education as their first choice at an ever-earlier age, rather than as a fallback option, as well as by parents and guardians, who now have greater confidence in the training programmes provided by vocational schools, she noted. “There are those who accuse us of overconfidence. For us, the Regional Government, rejecting overconfidence is an act of responsibility; acknowledging progress is a duty of honesty. Some say that we present today as a great achievement what we largely received as a legacy, when, in fact, the legacy we received was a heavy one, difficult and marked by many unresolved problems,” she recalled. In 2021, faced with the lack of a clear and ambitious vision for Vocational education in the Region, the Regional Government presented the Regional Agenda for Vocational Qualifications, a strategic proposal to place vocational education and training at the heart of the responses to the social, economic and demographic challenges in the Azores. “In light of the financial penalties that vocational schools were facing due to student dropouts, as a result of the funding model agreed by socialist governments, we introduced an unprecedented compensation scheme for all vocational schools, representing a public investment of €1.3 million across the Region, which provided financial relief for these certified training providers,” she noted. Maria João Carreiro emphasised that challenges remain, particularly in terms of aligning training provision with the needs of the economy, as well as training for the workforce, both employed and unemployed, calling for closer coordination between companies and certified training providers to design bespoke training programmes. The Regional Secretary congratulated the “excellent work” of the São Jorge Island Vocational School, one of the “strongest institutions on the island,” whose journey “inspires pride for the work achieved and the perseverance shown.” She highlighted the school’s willingness and ability to embrace innovation and take on challenges for the benefit of trainees and the regional economy.

May 29, 2026 José Manuel Bolieiro opens €2.6 million improvement project on Raminho regional road The President of the Regional Government, José Manuel Bolieiro, chaired today the opening of the slope stabilisation works in the parish of Raminho, on Regional Road no. 1-1, Terceira Island, a project representing an investment of about €2.6 million. The works were carried out following the seismic-volcanic crisis that affected Terceira Island from June 2022 onwards, marked by a significant increase in seismic activity in the Santa Bárbara Volcano area. This situation caused rockslides onto the regional road, forcing the closure of a section of the road for safety reasons. The now-completed works covered a stretch of approximately 500 metres, starting next to the Raminho Viewpoint. They included the stabilisation of the excavation slope through the creation of retaining walls, the construction of a protective barrier and a retaining wall at the base of the slope, the installation of a new drainage system, and the resurfacing of the section where work was carried out. The head of the Azorean Government emphasised that this work restores the necessary safety conditions for road users, ensuring maximum levels of protection in a particularly sensitive area. The President of the Government also acknowledged the difficulties caused by the closure of the road and the impact this had on the lives of residents. “I understand the concern and anxiety this process has caused. It has been a period of sacrifice for all those who rely on this route, but the result achieved shows that the wait was worth it,” he said. José Manuel Bolieiro also highlighted the efforts made to ensure a “lasting” and technically “solid” solution, emphasising the importance of carrying out an intervention that respected the landscape and the natural features of the site. The President of the Regional Government pointed out that the project sought to reconcile “safety of people with the preservation of the territory, adapting nature to human use in a balanced and responsible manner, without compromising its authenticity and scenic value.” He also praised the efforts of everyone involved in the project, noting that “it was possible to find a safe and sustainable solution tailored to the requirements of this area,” ensuring an effective response to the challenges posed by the geological instability observed in recent years. “I am grateful and proud of the completion of this project, which brings greater safety, greater confidence and a better quality of life for those who live, work and travel in this part of Terceira Island,” concluded José Manuel Bolieiro. The ceremony was also attended by the Regional Secretary for Tourism, Mobility and Infrastructures, Berta Cabral, the Councillor of the Municipality of Angra do Heroísmo Paulo Lima, the Regional Director for Public Works, Pedro Azevedo, the Mayor of Raminho Parish Council, Eduína Borges, and the Mayor of Serreta Parish Council, Ricardo Meneses.

May 29, 2026 Regional Government supports construction of Day Centre Ribeirinha parish, Angra do Heroísmo The Regional Secretary for Health and Social Security, Mónica Seidi, highlighted the authorisation granted by the Council of the Government to enter into a Cooperation Investment Value Contract (CCVI) with the Ribeirinha Social and Parish Centre, in Angra do Heroísmo, providing for a financial contribution of up to €1,841,220.00 for the construction of a new Day Centre in Ribeirinha, with capacity for 25 users. With this decision, the Regional Government is fulfilling the commitment made in January this year, taking another tangible step towards bringing this important project for the community to fruition. “In January, I met with the management of the Ribeirinha Social and Parish Centre and assured them that the Azorean Government would find a solution to make this project viable. With the approval of this resolution, we are fulfilling that commitment and taking a decisive step towards making the future Ribeirinha Day Centre a reality,” stated the government official. The investment will provide the community with a local social service aimed at the elderly, boosting the capacity to support senior citizens and their families, while also promoting active ageing and improving the quality of life for service users. Currently, the institution is finalising the implementation plan, a necessary step for launching the construction project and building this important social infrastructure. For Mónica Seidi, this project is “another example of the Regional Government’s commitment to reinforcing local social services and creating conditions that allow people to age with dignity, safety and support within their communities.” The government official also emphasised that this investment represents a significant strengthening of the local social support network, providing more appropriate responses to the population’s needs and contributing to greater social cohesion. The construction of the future Ribeirinha Day Centre is part of the Regional Government’s strategy to support private social solidarity institutions and reinforce the regional network of social facilities and services, ensuring better support for the elderly population across all islands.
