Welcome to the Regional Directorate for Housing page!
The Regional Directorate for Housing (DRH) is the entity entrusted with the study, coordination, supervision and implementation of housing actions in accordance with the Regional Government's goals and in close collaboration with local authorities, public utility institutions, private entities or cooperatives, with a view to creating better housing conditions for the population.
It is the responsibility of the DRH to:
- Study, propose and implement housing policy measures for the Region;
- Propose uses for land classified as suitable for urban development and arrange for its acquisition;
- Study and propose measures aimed at restructuring the housing sector in the Region to meet its needs;
- Collaborate with any entity that may contribute to the implementation of the housing policy defined by the Regional Government on a permanent or temporary basis, especially with municipalities, voluntary organisations and non-profit associations, to which it may provide technical support or other types of support to be defined;
- Promote, in conjunction with other services, the study of housing legislation, with a view to drawing up concrete legislative proposals.

Maria João Carreiro confident in launching new public tender for 48 houses in Terra Chã this year
The Regional Secretary for Youth, Housing and Employment, Maria João Carreiro, has confirmed that the Regional Government is working to ensure the conditions are in place for the launch, later this year, of a new public tender for the construction of 48 houses in the southern part of the Terra Chã neighbourhood in Angra do Heroísmo, Terceira Island. During a visit to the neighbourhood, accompanied by the Regional Director for Housing, Daniel Pavão, and the Mayor of the Terra Chã Parish Council, Luís Soares, the Regional Secretary stated that the project is currently being reviewed, following the Government Council's approval of the international public tender and its subsequent launch. “This Regional Government has not been idle. On January 30, 2025, we launched the public tender for the construction of 48 houses in the Terra Chã neighbourhood. However, no proposals were received for the implementation of that project, which was part of the Recovery and Resilience Plan (RRP) investment,” she recalled. According to the Regional Secretary, given the works contract deadline, the time required to launch and process a new tender procedure, along with deadlines for implementing the RRP, it was not possible to continue to include this project under its scope. Nevertheless, given the importance of this investment as part of the General Plan for Urban and Housing Redevelopment of the Terra Chã Neighbourhood, the Regional Government has, once again, secured funding for this project, this time through the "Azores 2030" programme. “Projects such as this reflect a public policy geared towards tangible results, capable of bringing about real and lasting changes in people’s lives and the development of communities. However, we cannot skip or rush through stages, so this will always be a phased intervention with progressive achievements,” she noted. Regarding the 12 walled-up houses, the government official explained that they fall within the scope of the Neighbourhood Master Plan. As such, some will be renovated whilst others will make way for new urban infrastructure. At the end of this urban redevelopment project, the number of dwellings will not be reduced.

Maria João Carreiro marks partial completion of renovation contract for 92 houses in Nascer do Sol Neighbourhood
The Regional Secretary for Youth, Housing and Employment marked on Monday the partial completion of the renovation project for 92 houses in the Nascer do Sol Neighbourhood in the municipality of Praia da Vitória, Terceira Island, during a visit to the site to follow up on the progress of the works. Speaking during the visit, Maria João Carreiro stated that 48 of the 92 single-family houses have already been refurbished, with the renovation of the remaining 44 houses, corresponding to the 3rd and 4th phases of the project, now nearing completion. The Regional Secretary expressed her confidence that the project, representing an €11 million investment funded through the Recovery and Resilience Plan (RRP), is expected to be completed within the deadline set by the European Commission. She praised the contractors' "sense of commitment" to the "proper implementation" of the project and their compliance with deadlines. Maria João Carreiro also highlighted the impact of this public investment in boosting housing supply in Praia da Vitória and Terceira Island, noting that the allocation draw for the properties took place yesterday. This followed a public tender run by the Regional Directorate for Housing (DRH) between April 15 and May 8 this year. “These houses have been vacant and left to fall into disrepair ever since the United States of America handed them over, as previous socialist administrations did nothing to refurbish them and allocate them to families. As such, this situation prevented the creation of the conditions for young people and families to settle down, prosper and strengthen their security and stability,” she pointed out. These 92 houses, including 19 three-bedroom apartments and 73 four-bedroom apartments, are being allocated under a lease with purchase option scheme and are intended for the permanent residence of applicants and their respective households. Tenants may exercise the purchase option one year after signing the lease agreement with the Autonomous Region of the Azores.
