Health is a fundamental area nowadays. Physical well-being and mental well-being greatly contribute to the enrichment of the population at various levels. A healthy population contributes to a high level of self-esteem in the Region, leading to higher productivity and a healthier family environment.
However, health in the Azores Autonomous Region is not only about access to primary care through health care or access to differentiated care at hospitals. It also involves a health education area whose mission is to promote and disseminate measures towards the better use of health services by the population as well as to foster the participation of the community in the various health policy goals of the Region.
Therefore, the Regional Directorate for Health (DRS) is responsible for promoting this service as the operating system of the Regional Secretariat for Health (SReS) in the coordination, supervision, study and technical-normative support of the health sector.
In a digital era, it is the responsibility of the DRS to use all the technological means at its disposal to disseminate its services, making them available to the population in general. The use of this portal is, thus, justified as an effective means to achieve these goals.

In view of the doubts that have arisen regarding co-payment for diabetics, as well as the misinformation unfortunately spread by some political forces in the Region, the Government of the Azores clarifies the following: 1. Decree no. 170/2025/1 of April 10, issued by the Secretary of State for Health, created an exceptional co-payment scheme covering health technologies for blood glucose self-monitoring and diabetes mellitus control, which includes medicines included in the therapeutic category of GLP-1 analogues and the medical device sensor for determining interstitial glucose. 2. The Order was published on April 10, 2025, and came into force on August 8, 2025, replacing Order no. 187/2022 of July 22. 3. The Government of the Azores, through the Regional Secretariat for Health and Social Security/Regional Directorate for Health, immediately assumed that, as with the reimbursement of other medicines or medical devices, the scheme in question would be fully applicable to the Region, since it regulates Decree-Law no. 97/2015 of June 1, which creates the National Health Technology Assessment System, amended by Decree-Law no. 115/2017 of September 7. 4. Furthermore, since at least 1989, it has been determined that the list of reimbursed medicines or medical devices approved for the National Health Service applies to the Regional Health Service. 5. The Government of the Azores not only firmly believes that the scheme in question applies automatically to the Region, but has also introduced an exceptional manual prescription mechanism to ensure co-payment and equal treatment for Regional Health Service users, considering that the process regarding the Electronic Prescription of Medicines is currently being implemented and developed. This process began with the signing of a cooperation protocol on April 3, 2024, to provide the Regional Health Service with access to the information systems operated by the National Health Service, thereby ensuring the sharing of information between the Autonomous Region of the Azores and Mainland Portugal, as well as shared access between health professionals and users. 6. Two external entities, namely SPMS, S.A. - Shared Services of the Ministry of Health and the National Association of Pharmacies, expressed a contrary opinion on the matter. The former did so unilaterally and without prior consultation with the Region, rendering reimbursement impossible for users covered by the Ordinance. This led the Government of the Azores, through the Regional Secretariat for Health and Social Security/Regional Directorate for Health, to issue Information Circular no. DRS-CINF/2025/11 on August 18, 2025. 7. After immediate contact with SPMS, S.A. and the National Association of Pharmacies, the applicability of the aforementioned ordinance to the Region was validated and confirmed, with a commitment to urgently solve access to co-payment. Furthermore, the National Association of Pharmacies proceeded accordingly regarding its member pharmacies in the Region.

Directorate-General of Health and Regional Directorate for Health of the Azores sign collaboration agreement on health programmes
The Directorate-General of Health (DGS) and the Regional Directorate for Health of the Azores will sign a General Collaboration Agreement aimed at strengthening joint work between the national and regional health programmes. It will create the conditions for the development of specific protocols that respond to the health priorities of the Azorean population. This agreement will be signed during another initiative of the "National Health Plan (PNS) 2030 on the Move," which will make its first visit outside Mainland Portugal to the Autonomous Region of the Azores on May 29, in Angra do Heroísmo. The new itinerary of the PNS 2030 marks the full integration of the autonomous regions into the national roadmap for sustainable health that reaches out to people. It is also the first official visit of the Director-General of Health, Rita Sá Machado, to the Autonomous Region of the Azores, reiterating the commitment to territorial cohesion and equality in health. In addition to addressing the national plan, the event also highlights the 2030 Azores Regional Health Plan, highlighting the importance of integrated and multisectoral action to respond to health problems and their determinants throughout the life cycle. "PNS 2030 on the Move" is a mobilisation project for the implementation of an innovative, sustainable, people-centred, collaborative PNS that is close to communities and professionals. This event will be promoted by the DGS in partnership with the Regional Directorate for Health of the Azores. It will be attended by various institutional representatives and regional partners in a moment of listening, sharing, mobilisation and collective commitment. The PNS 2030 is a project designed for a decade with the ambition of generating more life and better health, aligned with the 2030 Agenda for Sustainable Development. It underlines that everyone is responsible for playing an active role in promoting health that leaves no one behind and protects the planet.
