The first legislation regulating the tourist observation of cetaceans (TBT) in the Azores was published in 1999, dealing with activities to observe cetaceans from platforms, with a view to balancing the interests of the protection, conservation and management of cetaceans in the Azores and the development of regional tourist animation.
Since then, amendments to the regional legislative decree of origin and various decrees have been published as a result of the ripening of the knowledge and experience of the various parties involved. the following legal acts have been registered in this respect:

Cetacean tourism observation is an activity of great economic interest and social importance for the Region, while having the potential to be a very important vehicle for informing and raising awareness of environmental issues linked to the marine environment.
In
order to make the most of this educational and conservative aspect, the responsible cooperation of all operators and agents engaged in and promoting this activity in the archipelago is crucial.
