Born in São Roque do Pico, Pico Island, on August 10, 1966.
Degree in Business Organisation and Management from the University of the Azores.
He worked as a secondary school teacher, consultant, and manager of an agricultural company, also serving as president of the Pico Island Farmers' Association and as Vice-President of the Azores Agricultural Federation. He was the founder and producer of the Cais Agosto festival and founder and president of the São Roque do Pico Cultural Association. He was also the founder and president of the Rádio Cais Cooperative, president of the Supervisory Board of the Humanitarian Association of São Roque do Pico Volunteer Fire Brigade and a member of the board of Vitória Futebol Clube.
He served as Deputy Mayor of São Roque, President of the Association of Municipalities of Faial, Pico and São Jorge, Member of the Legislative Assembly of the Autonomous Region of the Azores (199-2004 and 2009-2020), Member of the European Parliament (2004-2009), President of the PSD-Açores Parliamentary Group and President of PSD/Açores (2012-2018). He served as Regional Secretary for Youth, Vocational Training and Employment (2020-2022) and Regional Secretary for Finance, Planning and Public Administration in the XIII Government of the Azores (2022-2024).
He is a member of the Portuguese Economists' Association and of the Portuguese Chartered Accountants' Association, and senior technician at the Pico Island Services of the Regional Secretariat for Tourism, Mobility and Infrastructures.
Since March 4, 2024, he has been the Regional Secretary for Finance, Planning and Public Administration of the XIV Government of the Azores.
