Born in Luanda-Angola on May 27, 1983.
He holds a degree in Nature Management and Conservation from the University of the Azores and a Master's degree in Environmental Engineering from the University of the Azores. He also holds a PhD in Interdisciplinary Landscape Management from the University of the Azores from the University of the Azores in conjunction with the School of Agriculture of the University of Lisbon and the University of Évora.
He has been a Senior Technician at the INATEL Foundation since January 2015.
He was a Member of the Legislative Assembly of the Autonomous Region of the Azores for CDS-PP Açores (2016 and 2020), being the Vice-President of the Parliamentary Group since September 2018. He served as Regional Secretary for the Environment and Climate Change of the XIII Government of the Azores (2020-2024).
Since March 4, 2024, he has been the Regional Secretary for the Environment and Climate Action of the XIV Government of the Azores.
