Regional Secretariat for Parliamentary Affairs and Communities

The organisational structure of the XIII Regional Government of the Azores, approved by Regional Regulatory Decree No 28/2020/A of 10 December 2020, reflects the choices made for the governance of the Azores, in particular by expressing strategic guidelines based on the public policies of the XIII Regional Government.

It defines the responsibilities of the departments of the XIII Regional Government of the Azores, in particular in Article 5(8), the powers of the President of the Regional Government which are delegated to the Deputy Regional Secretary of the Presidency.

Article 5
Jurisdiction of the President of the RegionalGovernment

1 — The President of the Regional Government has specific powers conferred on him by the Constitution of the Portuguese Republic, the Politico-Administrative Statute of the Autonomous Region of the Azores and the law, and also the power delegated by the Council of the Regional Government.

2 — The President of the Regional Government directs the departments, bodies, bodies and structures included in the presidency of the Regional Government.

3 — The President of the Regional Government may delegate to any member of the Regional Government the powers and powers which he possesses in respect of matters falling within his competence under this Decree-Law, with the option of sub-delegation.

4 — The President of the Regional Government may delegate to any member of the Regional Government, with the option of sub-delegation, the powers relating to the bodies and departments attached to it.

5 — The powers conferred by law or regulation on the Regional Government or the relevant Regional Government Council in the current affairs of the public administration shall be delegated to the President of the Regional Government, with the power of sub-delegation to any member of the regional government.

6 — In addition to his general powers of overall coordination, the President of the Regional Government exercises the powers conferred by law on the Regional Government in the following areas:

relations withthe sovereign bodies, with the representative of the Republic, with the Legislative Assembly of the Autonomous Region of the Azores and with the institutions of the European Union;
(b) international treaties and agreements which are of direct concern to the Autonomous Region of the Azores;
(c) relations with external government entities;

(d) European affairs;
(e) external relations and cooperation;
(f) relations with security, justice, defence and taxation systems;
(g) the media;
(h) parliamentary affairs;
(I) institutional communication; (
j) regulatory production and legislative initiative;
(K) Official Journal of the Autonomous Region of the Azores.

7 — Without prejudice to the coordination entrusted to the President of the Regional Government, powers relating to the monitoring of the Agreement on Cooperation and Defence between Portugal and the United States of America are now generally delegated to the Vice-President of the Regional Government.

8 — Without prejudice to the coordination entrusted to the President of the Regional Government, the powers provided for in paragraph 6 (d), (e) and (h) shall be delegated in general to the Deputy Regional Secretary of the Presidency.

In addition, Regional Regulatory Decree No 28/2020/A of 10 December 2020 provides that the Deputy Regional Secretary of the Presidency shall be located in the town of Ponta Delgada.

Regional Regulatory Decree No 25/2021/A of 1 October 2009 lays down the organisational framework of the Deputy Regional Secretary of the Presidency, its tasks, powers and powers.
