The Regional Directorate for Planning and Structural Funds is an operational service responsible for preparing, producing and supervising the implementation of the regional plan, Community support measures in the region and socioeconomic studies.
The DRPFE has as its mission to perform the duties assigned in the regional planning process with quality and safety as well as to maximise the external financing of the regional development policy in conjunction with the strategic guidelines of the European Cohesion Policy. This goal is achieved through the preparation, negotiation, implementation, evaluation and monitoring of the implementation of the tools and programmes financed by structural funds, while promoting and introducing good management practices and establishing cooperation networks.

Competir+ com investimentos em execução até 2023
O Governo Regional dos Açores, através da Secretaria Regional das Finanças, Planeamento e Administração Pública, informa que, por via das candidaturas já apresentadas ao sistema de incentivos Competir+, se encontra assegurada a realização contínua de significativos investimentos privados na Região até 2023. Segundo a Direção Regional de Apoio ao Investimento e à Competitividade (DRAIC), Entidade Gestora deste sistema de incentivos, foram apresentadas 1.910 candidaturas ao Competir+. Estas candidaturas traduzem-se num investimento global previsto superior a mil milhões de euros. A possibilidade de candidaturas ao Competir+ já foi objeto de três prorrogações, face à situação de pandemia, a primeira das quais em dezembro de 2020 e a mais recente em junho de 2021, o que permitiu, até 31 de dezembro de 2021, a apresentação de 523 candidaturas adicionais que têm subjacentes um investimento global previsto da ordem dos 448 milhões de euros. O atual período de programação (2014-2020) encerra em 2023, nos termos da regulamentação da União Europeia, estando, por isso, os promotores dos investimentos apoiados pelo Competir+, no âmbito do “Açores 2020”, obrigados a executar e concluir os seus projetos até junho do próximo ano. De acordo com a Direção Regional do Planeamento e Fundos Estruturais, Autoridade de Gestão do “Açores 2020”, as verbas alocadas às empresas neste Programa Operacional já apresentam uma taxa de compromisso de 169%, estando a ser acompanhada a execução dos projetos aprovados de modo a garantir que todas as verbas do “Açores 2020” são utilizadas. Estão, assim, asseguradas todas as condições para que os investidores privados possam dar continuidade aos seus investimentos na Região durante este ano e o próximo, não existindo qualquer hiato ou interrupção da possibilidade de investir entre os dois períodos de programação.

Corruption Prevention and Transparency Office prioritises anti-fraud measures under RRP investments
The Regional Administrative and Transparency Inspectorate (IRAT), as the entity responsible for coordinating transparency, prevention and fight against corruption, has set as a priority for the Corruption Prevention and Transparency Office the implementation of preventive actions aimed at entities covered by the Azores' investments under the Recovery and Resilience Plan (RRP). The measure falls within a collaboration protocol between the Regional Directorate for Planning and Structural Funds (DRPFE), as the technical coordination and monitoring entity responsible for RRP investments in the Azores, and the IRAT, through the Corruption Prevention and Transparency Office. It also includes the development of educational interventions for intermediary beneficiaries, final beneficiaries and implementing entities. These initiatives aim to raise awareness for the need to draw up and implement internal control systems that will prevent, detect and correct irregularities as well as establish procedures to prevent conflicts of interest, fraud and corruption. For this purpose, the Regional Government of the Azores, through DRPFE, signed a contract with the "Recuperar Portugal" Mission Structure on September 2, 2021, for the financing of the Azores' investments planned under the RRP, representing an overall amount of 580 million Euros. Under the terms of this contract, the DRPFE is required to adopt an internal control system to prevent, detect and correct irregularities as well as procedures to prevent conflicts of interest, fraud, corruption and double funding, ensuring the principle of good management and safeguarding the financial interests of the European Union. It may establish institutional partnerships with other public entities in their respective areas of competence. Moreover, the DRPFE, in conjunction with IRAT, is responsible for defining an Action Plan for Awareness Raising and Training on these matters. Last December, the training initiative "Ethics, Integrity and Transparency in Public Management - Strategies, Policies and Tools to Prevent Fraud and Corruption" was held in collaboration with CEFAPA- Azores Public Administration Training Centre. It was addressed to all PRR investment managers and members of the technical coordination and monitoring team.
