José Maria de Medeiros Andrade Regional Director for the Communities
Biographical Note

Born on February 7, 1966, in Ponta Delgada, São Miguel, Azores.

Degree in Social Sciences with a specialisation in Political Science.

Staff member of the Regional Delegation of Rádio e Televisão de Portugal since 1984.

Aide to the Regional Under Secretary for Media Affairs in the IV Government (1988/1992) and V Government (1992/1995).

Press Officer to the President of the Regional Government in the VI Government (1995/1996).  He participated in the closing celebrations of the 250th anniversary of the Azorean settlement of southern Brazil held in the cities of Florianópolis and Porto Alegre in 1996.

Aide to the Mayor of Ponta Delgada (1997/1999).

Chief of Staff to the Mayor of Ponta Delgada (1999/2004, 2008/2009 and 2018/2020).  He organised the twinning of the city of Ponta Delgada with Florianópolis (Santa Catarina) and Newport (Rhode Island), in 2003, and with Kaua'i (Hawaii), in 2018, having also begun the construction of the monumental replica of the Ponta Delgada City Gates in Fall River (Massachusetts) in 2004.
 
President of the Ponta Delgada Municipal Committee on Geographical Names (1998/2012). He proposed the local place names "Rua Cidade de Fall River" (1998), "Rua Cidade de San Leandro"(2000), "Rua Cidade de Newport" (2003), "Rua Cidade de Toronto" (2003), "Rua Cidade de Florianópolis" (2003), "Rua Cidade de Porto Alegre" (2003) and "Alameda das Comunidades Açorianas" (2008).

Assistant to the PSD Parliamentary Group at the Regional Legislative Assembly of the Azores (2004).

Director-General of the Sociedade Coliseu Micaelense (2005/2008) and President of the Executive Committee of Sociedade Coliseu Micaelense (2009/2012). He revived the traditional Emigrant Festival associated with the Senhor Santo Cristo dos Milagres Festivities in Ponta Delgada.

 Councillor for Culture, Social Welfare, Sports, Youth and External Cooperation at the Ponta Delgada City Council (2009/2012).

President of the Board of ARDE - Regional Association for Development (2009/2012) and, as such, Director of the Portuguese Federation of Local Development Associations (2010/2012).

Member of the Legislative Assembly of the Autonomous Region of the Azores in the X Legislature (2012/2016).  He has followed up on matters concerning the Azorean communities as part of the PSD parliamentary group.  He took part in the general assemblies of the World Council of Houses of the Azores held in Hilmar (California) in 2014, Montreal (Quebec) in 2015, and Flores and Corvo (Azores) in 2016.  He has visited all the existing Houses of the Azores in Portugal, the United States of America, Canada, Brazil and Uruguay, on his initiative and at his own expense.

Appointment (order)
 

President of the Committee on Geographical Names, Honorary Commendations and Cultural Heritage of the Ponta Delgada Municipal Council (2018/2020).  He became the commissioner for the Azores at the International Poetry Meeting of Macaronesia - Azores, Madeira, Canary Islands and Cape Verde.

Regional Director for the Communities of the Presidency of the Government of the XIII Government (2022/2023). He implemented the Azorean Diaspora Council (2021), created the Azores Brazil Meeting (2021), organised the assembly of the World Council of Houses of the Azores on Santa Maria Island (2021), set up the Regional Network of Municipal Contacts for Migrations (2021) and reactivated the Regional Advisory Council for Immigration Affairs (2022).

Regional Director for the Communities of the Presidency of the Government of the XIII Government (2022/2023).  He encouraged the establishment of the Houses of the Azores of Espírito Santo - Brazil (2022) and the Centro Region - Portugal (2023), organised the assemblies of the World Council of Houses of the Azores in Winnipeg - Canada (2022) and Florianópolis - Brazil (2023), promoted the media meetings in the Azores and Massachusetts that resulted in the creation of the Azores-Diaspora Media Alliance (2022), created the Azores Consular Meeting (2022) and organised the 1st Azores Migration Forum (2023).

He is a corporate ambassador for Diaspora Prime Portugal, a corresponding member of the Historical and Geographical Institute of Santa Catarina (Brazil) and a member, now suspended, of the Association of Azorean Emigrants.

He was honoured with the "Honorary Citizen of Florianópolis" distinction in the State of Santa Catarina, Brazil (2023); the "Dr. José Maria de Medeiros Andrade Room" at the House of the Azores in the state of Espírito Santo, Brazil (2022); the "Honorary Citizen of the Municipality of Viana" distinction in the state of Espírito Santo (2022); the "Portugalidade" Award from "Audiência" newspaper (2021).

He has published 30 books, including "Açores no Mundo" (2017), "Transatlântico – As Migrações nos Açores" (2023), "Transatlântico II – Açorianidade & Interculturalidade" (2024) and "Conversas da Diáspora – 50 Açorianos pelo Mundo" (2024).
