Born in Serpa - Beja District on July 27, 1968.
Degree in History (teaching specialisation) from the University of Évora.
He was the President of the School Board and Education Council of Mouzinho da Silveira Basic Education and Secondary School (2001-2008).
He served as Vice-President of the Azores Regional Council of CDS/PP (1998-2000) and Vice-President of the Azores Regional Council of PPM (2005-2010). He was a Member of the Legislative Assembly of the Autonomous Region of the Azores (2008-2024) and President of the PPM Parliamentary Group at the Legislative Assembly of the Autonomous Region of the Azores (2020-2024). He also served as President of the National Political Committee of PPM (2005-2017).
He has worked as a Basic Education and Secondary Education teacher since 1994 and has been the Regional Secretary for Parliamentary Affairs and Communities of the XIV Government of the Azores since March 4, 2024.
