Born in Angra do Heroísmo, Terceira Island, on March 11, 1968.
He holds a degree in Zootechnical Engineering from the University of the Azores and a Master's in Dairy Technology from the University of Cantabria.
He taught physics and chemistry at Angra do Heroísmo Basic Education School (1991-1993), mathematics at Francisco Ornelas da Câmara School (1996-1997), and animal production at the Vinha Brava Professional Training Centre (1996-1998).
He was a senior technician at Terceira Island Milk Classification Service - SERCLAT (1997-1998), a senior technician at Terceira Island Young Farmers' Association (1996-2001), and a senior technician at the Terceira Island Agricultural Association - AAIT (2001-2004).
He was a member of the Porto Judeu Parish Assembly - Angra do Heroísmo (1997-2001), a member of Angra do Heroísmo Municipal Assembly (2005-2009), and a member of Angra do Heroísmo Municipal Council (2009-2017). He was a member of the Legislative Assembly of the Autonomous Region of the Azores (2004-2015) and a member of the Assembly of the Portuguese Republic (2015-2020). He served as Regional Secretary for Agriculture and Rural Development of the XIII Government of the Azores (2023-2024).
Since March 4, 2024, he has been the Regional Secretary for Agriculture and Food of the XIV Government of the Azores.
