The Azores Fishers' Salary Compensation Fund (FUNDOPESCA) is a fund with legal personality as well as with administrative and financial autonomy under the direct administration of the Regional Secretary responsible for fisheries matters.
This Fund provides financial support to fishing professionals in situations when they are temporarily unable to carry out their activity and face a significant reduction of income.
FUNDOSPESCA comprises the following beneficiaries:
a) Shipowners and fishers, holders of a valid seafarer's book or boarding permit, who carry out their activity exclusively onboard fishing vessels registered in ports located within the Autonomous Region of the Azores that should be duly licensed and immobilised;
b) Workers who carry out carry out exclusively an activity onshore directly related to immobilised vessel;
(c) Fishers licensed for onshore fishing and catchers, holders of valid licences, when carry out this activity on an exclusive basis.
The immobilisation of vessels resulting in the reduction of fishers' income constitutes grounds for the granting of salary compensation aid, provided that it is due to:
a) A natural and unforeseeable disaster or unfavourable sea conditions resulting in a daily fish auction value of less than 35 % for 8 consecutive or 15 alternate days over a 30-day period, compared with the daily arithmetic average value of the last three years, calculated per island, excluding the days on which fish markets auctions are closed;
b) Prohibition of fishing due to reasons concerning resource conservation, public health or environmental protection for a minimum period of eight consecutive days;
(c) Inability to carry out fishing activities as a result of constraints arising from the migratory nature of certain species and the specialisation of the fleet on these species, according to the reasons and limits provided for in Community regulations.
Only the professionals covered by occupational accident, total disability or workplace death insurance contracts, valid for a period of not less than 6 months, may benefit from FUNDOPESCA.
This Fund is managed by an Administration Board composed of the following members:
• Regional Director for Fisheries;
• A representative of the Regional Government department with competence in Social Security matters;
• A representative of the Regional Government department with competence in Employment matters.
• Three representatives of fishers;
• A representative of shipowners;
•A representative of LOTAÇOR.
By order of December 2, 2013, issued by the Regional Secretary for Natural Resources and published in the Official Journal no.240, II Series, on December 11, 2013, the following members were appointed as representative of onshore workers:
• Luis Carlos Silva Brum, member of the Azores Free Union of Fishers, Seafarers and Similar Occupations;
• José Florentino Cabeceira Azevedo, member of Flores Fishers' Associations;
• António Laureno Silveira, member of São Jorge Fishers' Association.
By order of December 13, 2017, issued by the Regional Secretary for the Sea, Science and Technology and published in the Official Journal no.233, II Series, on December 13, 2017, Paulo Rogério Pereira Melo, a member of Terceira Shipowners' Association, was appointed as representative of shipowners.

FUNDOPESCA activated to compensate fishers and shipowners
The Administration Board of the Azores Fishers' Salary Compensation Fund - FUNDOPESCA approved on Monday the activation of the Salary Compensation Fund for all fishers and shipowners on the islands of Santa Maria, São Miguel, Terceira, Graciosa, São Jorge, Pico, Faial and Flores, due to the bad weather that has been affecting the Region in recent weeks. The board members, including representatives from the fishing sector, the fish market management entity and the regional administration with responsibilities for employment and social security, agreed that the conditions set out in the Regional Legislative Decree no. 19/2013/A of October 17, in its current wording, considering the loss of income over 13 interspersed days in the 30-day fish auction sales period. Between December 9, 2025, and January 26, 2026, there was a loss of income on 13 interspersed days, with daily fish sales at auction below 35% of the daily arithmetic median for the last three years, calculated per island. Following this unanimous decision by the Administration Board, full-time fishing professionals will receive a salary compensation up to a maximum amount of €429.53 for those who worked between 10 and 12 months during the reference perio This effort undertaken by the Regional Government corresponds to a maximum financial support of €370,000 for approximately 650 fishing professionals who contribute to FUNDOPESCA from all the islands of the Azores, except Corvo Island. The applications will now be analysed, and compensation payments to fishing industry professionals are expected to begin in early March. With the activation of FUNDOPESCA, the Regional Government reiterates its ongoing commitment to the social protection of fishing professionals, ensuring timely and effective responses to exceptional situations affecting the activity and economic stability of the Region's coastal fishing communities.

Convocada reunião do Conselho Administrativo do FUNDOPESCA
O Conselho Administrativo do FUNDOPESCA vai reunir na próxima quarta-feira, dia 15, tendo em vista o eventual acionamento daquele fundo, decorrente das condições climatéricas adversas que têm assolado todas as ilhas do arquipélago nas últimas semanas. A convocatória para a reunião foi feita pelo Secretário Regional do Mar e das Pescas, Manuel São João, pretendendo-se analisar a evolução das descargas de pescado nas lotas do arquipélago durante as últimas semanas, com vista à determinação do acionamento do fundo de compensação salarial. A última vez que o FUNDOPESCA foi ativado aconteceu em dezembro último. O Conselho Administrativo do FUNDOPESCA é um órgão consultivo da Secretaria Regional do Mar e das Pescas que tem a competência de avaliar o cumprimento dos critérios a observar para a ativação do fundo de compensação. O Fundo de Compensação Salarial dos Profissionais da Pesca dos Açores – FUNDOPESCA – foi criado em 2002, com o objetivo de atribuir uma compensação salarial aos pescadores açorianos quando, em determinadas situações previstas na lei, estejam impedidos de exercer a sua atividade devido às más condições atmosféricas.
