Born in Santa Cruz - Praia da Vitória, Terceira Island, on May 23, 1963.
He holds a degree in Dentistry from the University of Porto, a postgraduate degree in Medical Law from the University of Coimbra, and a postgraduate degree in Orthodontics from the European Centre of Orthodontics of Madrid and the Fundacion Gnathos.
He was the Coordinator of the Oral Health Service at the Angra do Heroísmo Health Centre, Representative of the Portuguese Dental Association in the Autonomous Region of the Azores, and a member of the Portuguese Dental Association Board (2004-2020).
He was a member of Praia da Vitória City Council (2000-2001) and member of Praia da Vitória Municipal Assembly (2005-2009), a member of Angra do Heroísmo City Council (2009-2013) and a member of Angra do Heroísmo Municipal Assembly (2013-2016).
He was a member of the Legislative Assembly of the Autonomous Region of the Azores and president of the CDS/PP parliamentary group (2008-2020), vice-president of the National Political Committee and National Executive Committee of CDS/PP (2009-2016) and Vice-President of the XIII Government of the Azores (2020-2024).
He has been the President of CDS/PP - Açores since March 2007 and Vice-President of the XIV Government of the Azores since March 4, 2024.
