Anselmo Fernandes Falcão Regional Environment Inspector
Biographical Note

Anselmo Fernandes Falcão, born in Angra do Heroísmo, attended the first two years of a PhD programme in Agricultural Sciences, specialising in Soil Sciences, at the Faculty of Agricultural and Environmental Sciences of the University of the Azores. He completed his Master's Degree in Agricultural Engineering at the Faculty of Agricultural and Environmental Sciences of the University of the Azores. He holds a postgraduate degree in Environmental Law from the Institute of Legal and Political Sciences of the Faculty of Law of the University of Lisbon. He holds a postgraduate degree in Real Estate Assessment and Management from the Coimbra Business School. He completed a Specialisation Course in Radiological Protection and Safety at the Instituto Superior Técnico (School of Engineering). He holds a degree in Nature Guides from the Faculty of Agricultural and Environmental Sciences of the University of the Azores.

He has completed several professional specialisation courses, including the Criminal Investigation Course, the Maritime Safety Course, the Nature and Environment Protection Course, the Insurance and Sustainable Development Goals Course, and the Leadership, Management, and People Development Course. He has also completed several courses in radiation protection and safety at the International Atomic Energy Agency. He is certified as a Qualified Radiation Protection Technician by the Portuguese Environment Agency.

Since 2021, he has served as Regional Environment Inspector at the Regional Environment Inspectorate of the Regional Secretariat for the Environment and Climate Action, a senior management position, and his main responsibilities are to ensure compliance with the law in the areas of environmental quality, waste management, nature conservation and biodiversity, water resources, land use planning and urban planning. 

Since 2021, he has participated in various sessions and conferences of the European Union Network for the Implementation and Enforcement of Environmental Law (IMPEL), with a particular focus on its collaboration in the European project "Criteria for the Assessment of Environmental Damage" (CAED). The project aims to enhance the application of the Environmental Liability Directive in member states by defining criteria and developing practical tools for assessing environmental damage and the imminent threat of damage.

He has excelled in his professional duties at the Nature and Environment Protection Service of the National Republican Guard, an institution to which he has belonged since 2007. He was responsible for investigating criminal inquiries delegated by the Public Prosecutor's Office in environmental matters, as well as for various procedural steps and acts concerning the investigation of administrative offences under environmental legislation. 

From 2004 to 2007, he served in the Portuguese Army as a sergeant. In this position, he undertook command and leadership responsibilities, along with technical leadership duties. He also performed a variety of technical, administrative, logistical, and training tasks. During his service, he received training and worked in several military units across Portugal.

He is a Full Member of the Portuguese Association of Engineers, specialising in Agronomy, holding the Level 2 Engineer qualification. He is a member of several councils and working groups in the environmental field. He also has experience as a speaker at scientific conferences and as a trainer. Throughout his career, he has been distinguished with numerous commendations, decorations and awards for his professional and academic achievements.
