He was born on February 19, 1994, in the parish of Sé Nova, Coimbra.
He holds a Master's degree in Management from the Faculty of Economics of the University of Coimbra.
He was a senior technician at the Regional Directorate for Planning and Structural Funds and the Public Administration Modernisation and Reform Mission Structure (EMRAP). He has also taught at the Technical Education Institute - Angra do Heroísmo Centre, the Chamber of Commerce of Angra do Heroísmo and TALENTODISSEIA - Unipessoal, Lda. He also worked as a management consultant for companies.
He has been a co-founder of the Association of Young Azoreans United for the Azores (JAUPA) since its creation in 2017, where he served as President of the Board and later as President of the General Assembly. He was a member of the organisation of the four National Meetings of Azorean Students, which took place in Coimbra (2017), Lisbon (2018), Porto (2020) and Coimbra (2022).
He took part in the organisation of the Study Weeks promoted by the Azorean Institute of Culture (October 2021), where he was also a speaker. He co-authored two scientific articles in partnership with ISCTE-IUL(University Institute of Lisbon), "Beyond the prophecy success: how place attachment and future time perspective shape rural university students intentions of returning to small islands" (2020) and "Time to Get Emotional: Determinants of University Students’ Intention to Return to Rural Areas" (2021). He was a member of the Academic Association of Coimbra (2018).
Since July 12, 2022, he has been the President of the Board of Directors of the Agency for the Modernisation and Quality of Citizen Services, RIAC, I.P.
