Born on January 15, 1969, he holds a degree in Economics from the Faculty of Economics of Universidade Nova de Lisboa (New University of Lisbon).
He was a consultant (1994-1996), basic education and secondary school teacher (1996-1997) and technician at IFADAP (1997-1999), having also worked as an economist on a self-employed basis (1996-1999) and later in companies belonging to the José Monjardino group (1999-2003) and the EVT group (since 2003). He serves as President of the Supervisory Board of Rádio Clube de Angra and held this position at the Santa Casa da Misericórdia de Angra do Heroísmo (until 2020) and the Caixa Económica da Misericórdia de Angra do Heroísmo (until 2016). He was a regular commentator on the "Frente a Frente" programme, broadcast by RDP-Açores, and the "Meia Hora" programme, broadcast by RTP-Açores. He was a columnist for the "Diário Insular" and "Diário dos Açores" newspapers, having also collaborated with the "Jornal da Praia" newspaper and the Rádio Clube de Angra.
He was a member of the Regional Legislative Assembly of the Autonomous Region of the Azores in the VII Legislature (April to May 2003) and in the X Legislature (November 2012 to August 2013). He was also a member of the Angra do Heroísmo City Council (October 2013 to October 2017) and president of the CDS/PP municipal group at the Angra do Heroísmo Municipal Assembly (1997-2001; 2009-2012; since 2017). He also served as Vice-President of the CDS-PP Regional Political Committee and the CDS-PP Regional Steering Committee since (1998), National Adviser to CDS-PP (2000-2008) and President of the Angra do Heroísmo Municipal Political Committee (1997-1999; 2002-2006).
He is a member of the Portuguese Economists Association and the Portuguese Chartered Accountants Association.
Since December 2020, he has been the Regional Director for Planning and Structural Funds.
