Description and mission
The Regional Directorate for Sport, hereinafter designated as DRD, is the executive service of the Regional Secretary for Education and Culture responsible for planning, coordinating and supporting sports activities, including school sport.
Competences
DRD has the following responsibilities:
a) Implement the policies defined for the sports system, including school sport;
b) Promote the coordination of sports policies with other sectors of governmental action;
c) Encourage the practice of sports and physical activities;
d) Provide support to the entities and structures of sports associations;
e) Promote and coordinate support programmes aimed at sports excellence;
f) Encourage and support school sport;
g) Promote and support the practice of adapted sports;
h) Ensure the management of the regional sports infrastructures;
i) Cooperate in the planning, construction, improvement and equipping of sports facilities in the Region;
j) Exercise the competences defined by law under the regulations on licensing and technical responsibility for sports facilities open to the public and their respective activities;
k) Promote and support the training of human resources;
l) Collect, process and disseminate documentation, information and statistical data on physical activities and sports;
m) Conduct studies and research projects within their areas of competence;
n) Sign contract-programmes for sports development under the terms of its own legislation and make the corresponding financial allocations;
o) Prepare the annual and medium-term plan proposals as well as the budget proposal;
p) Ensure the implementation of the investment plan and propose possible readjustments;
q) Authorise and allocate transfers of the amounts arising from ARAAL contracts and other contracts and agreements to be signed, as appropriate, carrying out all subsequent acts.
Organisational Structure
1 - The organisational structure includes the following units:
a) The Directorate of Sports Development Services (DSDD);
b) The Directorate of Sport, Physical Activity and Sports Facilities Services (DSAFDI).
2 - The peripheral executive services of the DRD are the island sports services, designated as SD, which operate under the direct supervision of the Regional Directorate for Sport.
3 - The Regional Sports Fund (FRD) is an entity integrated into the DRD.
Directorate of Sports Development Services
1 - The DSDD has the following responsibilities:
a) Encourage and support activities promoted by sports associations;
b) Propose the allocation of funds and the provision of technical support to sports associations in accordance with the legislation in force;
c) Develop and coordinate projects for the promotion of sports practice and training of athletes;
d) Ensure the coordination of regional programmes for access to high-performance sport;
e) Propose and coordinate financial allocations for the organisation of sports events;
f) Promote and support the training of human resources in the area of sport;
g) Establish contacts with sports associations and official entities to ensure the optimal effectiveness of the actions to be carried out;
h) Develop, propose and coordinate actions aimed at the protection of athletes;
i) Supervise Island Sports Services within their area of competence;
j) Promote, cooperate and coordinate support for the conduction of studies in their areas of intervention;
k) Study and analyse existing legislation and propose appropriate amendments with a view to rationalising and improving the efficiency of services.
2 - The DSDD includes the following services:
a) The Sports Training and Promotion Section (DFPD);
b) The Federated Sports Section (DDF).
3 - The DSDD is headed by a director of services, a level 1 middle management position.
Sports Training and Promotion Section
1 - The DFPD has the following responsibilities:
a) Ensure the coordination of training and sports promotion activities;
b) Provide financial, technical and material support for training and sports promotion activities;
c) Organise and support training projects for young athletes based on the values of competition and fair play;
d) Coordinate and support the activities promoted by school sport clubs when included in sports associations;
e) Survey training needs of human resources in the area of sport and define priorities for action;
f) Propose, coordinate and support the training of human resources in sport, including the adoption of mechanisms promoting distance learning;
g) Promote the organisation of congresses, conferences, colloquia, seminars or other technical events;
h) Propose and coordinate the allocation of financial support for the organisation of sports events;
i) Collect, process and disseminate statistical reference indicators and analysis in its area of intervention;
j) Promote and monitor the implementation of contract-programmes for sports development in its area of intervention;
k) Study and evaluate the regulations in force, proposing the appropriate amendments with a view to the rationalisation and effectiveness of services.
2 - The DFPD is led by a head of section, a level 2 middle management position.
Federated Sports Section
1 - The DDF has the following responsibilities:
a) Encourage and support the activities promoted by sports associations, including those tailored to adapted sports;
b) Assess the procedures for the allocation of support under specific sports development plans or projects;
c) Provide financial, technical and material support for specific sports development plans or projects;
d) Propose measures aimed at supporting sports associations;
e) Coordinate the allocation of support to regional programmes for access to high-performance sport;
f) Collect, process and disseminate statistical reference indicators and analysis in its area of intervention;
g) Promote and monitor the implementation of contract-programmes for sports development in its area of intervention;
h) Study and analyse existing legislation and propose appropriate amendments with a view to rationalising and improving the efficiency of services.
2 - The DDF is led by a head of section, a level 2 middle management position.
Directorate of Sport, Physical Activity and Sports Facilities Services
1 - The DSAFDI has the following responsibilities:
a) Create, coordinate and support development projects for the promotion of physical and sports activities as factors promoting the health and quality of life of populations, including adapted sports activities;
b) Propose and implement measures and methodological innovations in school sport;
c) Collaborate in the drafting of the base programmes and deliver opinions on projects regarding the construction or improvement of sports facilities;
d) Develop, coordinate and monitor the preparation and implementation of base programmes for the construction or improvement of sports facilities in the Region, coordinating their management;
e) Draw up and update date the Regional Sports Atlas in coordination with the Sport and Physical Activity Section (DAFD);
f) Analyse and deliver opinions on sports projects submitted for approval of the Regional Directorate for Sport;
g) Propose financial allocations for sports infrastructures or headquarters of sports associations according to the regulations in force;
h) Exercise the powers established by law regarding the regulations on licensing and technical responsibility for sports facilities open to the public and their respective activities;
i) Guide the preparation of the annual and medium-term plans of the Regional Directorate for Sport and its dependent services;
j) Coordinate and integrate the preparation of budgets for the Regional Directorate for Sport and its dependent services;
k) Monitor and assess the implementation process of the plan and the budget of the Regional Directorate for Sport and its dependent services, proposing any changes deemed appropriate;
l) Supervise Island Sports Services within their area of competence;
m) Promote, cooperate and coordinate support for the conduction of studies in their areas of intervention;
n) Study and evaluate the regulations in force, proposing the appropriate amendments with a view to rationalising and improving the efficiency of services.
2 - The DSAFDI includes the Sport and Physical Activity Section (DAFD).
3 - The DSAFDI is headed by a director of services, a level 1 middle management position.
Sport and Physical Activity Section
1 - The DAFD has the following responsibilities:
a) Prepare, promote and coordinate plans for raising awareness and promoting sports and physical activities;
b) Promote and support the practice of sports and physical activities, including adapted sports activities, and provide financial, technical and material support;
c) Propose plans for the development of school sport;
d) Stimulate and coordinate the development of school sport by cooperating with educational establishments in the development of activities;
e) Ensure coordination and support for the activities promoted by school sport clubs in the context of sports promotion;
f) Propose measures to support the organisation and participation of school sports clubs in specific competitions for school sport initiatives;
g) Draw up proposals for the annual and medium-term plan according to the guidelines laid down and monitor their implementation;
h) Draw up the budget proposal of the Regional Directorate for Sport and deliver opinions on the budget proposals of its dependent services;
i) Monitor and evaluate the budget implementation of dependent services and propose any necessary amendments;
j) Conduct studies and make the necessary proposals to improve the financial management of the Regional Directorate for Sport and its dependent services;
k) Implement the budget of the Regional Directorate for Sport and propose any necessary amendments;
l) Carry out expenditure processing under the plan;
m) Propose guidelines towards the uniformity of procedures;
n) Promote and monitor the implementation of contract-programme for sports development signed under the scope of its area of intervention;
o) Collaborate in the preparation of base programmes for the construction or improvement of school sports facilities;
p) Develop, coordinate and monitor the preparation and implementation of base programmes for the construction or improvement of sports facilities in the Region, coordinating their management;
q) Analyse and deliver opinions on sports projects submitted to the Regional Directorate for Sport and provide technical support to their promoters;
r) Propose financial allocations for sports infrastructures or headquarters of sports associations according to the regulations in force;
s) Prepare and update the Regional Sports Atlas;
t) Ensure the maintenance of regional sports infrastructures, assessing their safety and quality conditions;
u) Ensure compliance with the safety standards applicable to sports infrastructures;
v) Ensure the exercise of the competences defined by law under the regulations on sports facilities open to the public and their respective activities;
w) Promote, cooperate and coordinate support for the conduction of studies in their areas of intervention;
x) Study and assess the regulations in force, proposing appropriate amendments with a view to the rationalisation and efficiency of services.
Sports services
1 - The Island Sports Services are peripheral executive services responsible, on the respective island, for coordinating and implementing the policies set out at higher decision-making levels as regards the support for sports associations, the promotion of physical and sporting activities, including school sports, and the management of sports facilities on each island.
2 - The SD based on the islands of São Miguel, Terceira and Faial are services endowed with administrative autonomy.
3 - The SD based on the islands of Santa Maria, Graciosa, São Jorge, Pico, Flores and Corvo are simple executive services.
Organisation and operation of Sports Services
1 - The SD based on the islands of São Miguel, Terceira and Faial are managed by the Administrative Council and include Directorate of Sports Services.
2 - The SD mentioned in the previous paragraph are directed by a director of services, a level one middle management position.
3 - The SD based on the other islands, with the exception of Corvo, are headed by a coordinator, a specific level 2 management position, whose competences are provided for in Article 54.
4 - On the island of Corvo, the SD is coordinated by the Physical Education teacher assigned to Mouzinho da Silveira Basic Education and Secondary School, under the terms of paragraph 4 of Article 7 of the Statue of the Managing Staff of the Regional Administration Services and Entities.
5 - On the island of Corvo, the SD works in close proximity to Mouzinho da Silveira Basic Education and Secondary School, which ensures the necessary logistical and administrative support.
Competences of the director of Sports Services
The director of the SD, a level 1 middle management position, has the following responsibilities:
a) Coordinate and supervise the services of the SD;
b) Implement the guidelines previously laid down for the areas of intervention of SD;
c) Study, propose and coordinate the measures deemed necessary for the development of sport and school sport;
d) Promote and support the practice of physical and sports activities, including hose tailored to adapted sports;
e) Cooperate with sports associations in initiatives aimed at sports development;
f) Monitor the implementation of projects aimed at ensuring the development of sport;
g) Coordinate school sports activities at their levels of intervention;
h) Cooperate with the school boards in the promotion and development of school sports activities or other school initiatives contributing to the promotion of physical and sports activities;
i) Organise and update an information system on the human resources assigned to sport, sports activities and school sport on each island;
j) Manage and coordinate the use of the sports facilities owned by the Region;
k) Maintain sports facilities and infrastructures in good condition;
l) Ensure the provision of complementary services for sports facilities and infrastructures;
m) Ensure the necessary repairs or improvements to sports facilities or infrastructures;
n) Prepare procedures, provide information and make proposals to support decision-making processes;
o) Organise and update an information system on the features of regional sports facilities and infrastructures;
p) Provide spaces and materials for the development of training and competition activities as well as for the training of human resources in this area;
q) Ensure the priority use of spaces and materials for curricular sports activities organised by regional school establishments;
r) Provide spaces and materials for sports events and activities aimed at promoting physical and sports activities;
s) Supervise the proper use of the infrastructures referred to in the previous paragraphs;
t) Promote the collection of revenue from the Regional Sports Fund (FRD).
Organisation and functioning of the Administrative Council
1 - The administrative council of the SD based on the islands of São Miguel, Terceira and Faial is composed of the director of the SD, a level 1 middle management position, and two workers of the SD appointed by the Regional Director for Sport.
2 - The administrative council meets, at least, once a month and its decisions and opinions are recorded in the minutes.
3 - The decisions are made by majority, with the president having a casting vote in the event of a deadlock.
Competences of the Administrative Council
The Administrative Council has the following responsibilities:
a) Draw up the budget proposal;
b) Organise and supervise accounts in accordance with the legislation applicable to public accounting;
c) Authorise the expenditure deemed necessary for the functioning of the DS;
d) Monitor the exact use of all funds allocated to the budget;
e) Analyse the financial situation of the DS on a monthly basis, which should be included in the balance sheet and minutes;
f) Promote the creation and permanent updating of the register of assets, ensuring their preservation and maintenance;
g) Approve the management account and submit it for approval by the Azores Regional Section of the Court of Auditors;
h) Propose administrative guidelines on the organisation and operation of each coordination and its respective services.
