SUBSECTION I

Regional Directorate for the Budget and Treasury (DROT)

Article 10
Description 

     DROT is the operational service that incorporates the list of services under the administration of the Regional Secretary of the Presidency for Finance and Planning, which is responsible for the budget, regional public accounting, treasury, credit, insurance, assets and exchange operations.

Article 11
Competences 

1 - In the exercise of its powers in the areas referred to in the previous article, DROT is responsible for:

a)  Assisting and supporting the Regional Secretary of the Presidency for Finance and Planning in the definition, implementation and monitoring of tax, budgetary, monetary, financial and exchange policies under the terms of the law;

b) Ensuring and coordinating a system for the planning and monitoring of these policies;

c) Supervising regional public accounting and supporting the activity of the various services and entities whose area of competence falls under DROT;

d)  Promoting the preparation of the regional budget and supervise its implementation;

e)  Studying and proposing normative measures for the organisation, simplification and standardisation of services and entities regarding regional public accounting, with a view to their development and coordination with Regional Government programmes;

f) Monitoring regional banking and insurance activities under the terms of the law;

g)  Supervising the management of public companies based in the region and coordinating the financial participation policies pursued by the Region;

h) Promoting the creation of regulations for the implementation of legislation aimed at adapting the national tax system to the regional reality;

i)  Proposing and monitoring the signing of loan contracts by the Region and the financial impact of foreign flows on the financial plan, especially those relating to aid and foreign investment in the Region;

j)  Supervising financial operations carried out by services under the jurisdiction of the Region and by legal persons governed by public law at regional level, whose main purpose is to conduct such operations;

k)  Registering and supervising operations involving the movement of funds from the Region to the outside;

l)  Conducting the procedures for the granting of personal guarantees by the Region, collecting from the competent departments the information and elements necessary for their assessment as well as ensuring compliance with the responsibilities deriving from the guarantees provided;

m) Ensuring the management and administration of the assets owned by the Region in the private domain, promoting and supervising the acquisition, for any purpose, of immovable and movable property for the Region as well as the acceptance of movable property free of charge;

n) Promoting the sale of movable and immovable property owned by the Region as well as the leasing of buildings for the installation of regional administration services.

2 - The Regional Director for the Budget and Treasury may delegate some powers to the heads of the respective departments under the terms of the law.


Article 12

Structure 

DROT includes the following services:
  a)  Directorate for Budget and Accounting Services          (DSOC);
  b) Directorate of Financial Services (FSD);

  c) Directorate of Heritage Services (DSP).
