The Regional Directorate for Organisation and Public Administration (DROAP) is responsible for the following areas:
a) The improvement and modernisation of regional administration with a view to increasing the overall efficiency of public management, improving its relations with citizens, and rationalising and simplifying public services;
b) The study, coordination and implementation of measures concerning the management and administration of human resources, as well as the respective legal and financial supervision of the admission of human resources to the regional administration, including fixed-term or service-provision contracts;
c) The management of the Integrated Human Resources Management System of the Regional Administration of the Azores under the terms set out in the Regional Legislative Decree no. 32/2010/A of November 17;
d) The management of the Azores Public Employment Exchange under the terms laid down in the Regional Legislative Decree no. 50/2006/A, of December 12;
e) The conduction, within the scope of its powers, of management audits to the entities and services of the regional administration;
f) The study, coordination and support to local authorities in the areas of technical and financial cooperation, spatial planning, and legal and management support;
g) The dissemination of geographical information or susceptible to georeferencing related to the areas of action of the Vice-Presidency, Employment and Business Competitiveness;
h) The promotion of the coordination between the Regional Government and local authorities;
i) The performance of the duties assigned by law to the Regional Government regarding censuses and electoral matters;
j) The conduction, within the scope of its powers, of inspections, enquiries and investigations to local government entities and services, also receiving information on the reports produced by the Regional Public Administration Inspectorate;
k) The delivery of opinions with a view to preparing the Vice-President of the Regional Government for the adoption of a position on the agreements to be signed with regional municipal councils and parish councils.
