Born in Angra do Heroísmo on October 19, 1980.
He graduated in Management and Public Administration at the University of Lisbon, Institute for Social and Political Sciences, and holds a postgraduate degree in Local Administration Management from Independente University.
He holds a Specialisation Diploma in CAF (Common Assessment Framework) from INA/DGAEP.
He was a Senior Technician at the Regional Directorate for Organisation and Public Administration (2005-2020) in the areas of Local Finance, Training, Administrative Modernisation and Centralised Management of Human Resources.
He was the Coordinator of the Quality Management System certified by the ISO 9001-2008 standard of the Regional Directorate for Organisation and Public Administration (2010-2012). In this context, he has delivered several papers at the European Quality Conference in Warsaw, at the National Quality Congress and at Seminars organised by APCER.
He has participated in several seminars, conferences and training courses in areas related to his duties (Quality Strategies in Public Services, e-Government, Management by Goals, Project Management, Balanced Scorecard and CAF: solutions for managing and improving performance, self and hetero-evaluation of Public Administration performance; The evaluation of services: Development of the Assessment and Accountability Framework through the Balanced Scorecard; Preparation of professional texts in the Public Administration; Skills and Challenges of SIADAPRA - Performance Evaluation System for the Regional Public Administration of the Azores; Self-evaluation in the Public Administration; ISO 9001:2008 standard as a management tool for organisations; Internal Quality Auditors; Problem-solving analysis techniques; EFQM Excellence Model; Preparation of tender calls and specifications and Quality Management Systems according to ISO 9001:2015 standard, among others.
He served as Regional Director for Organisation and Public Administration (2020-2022).
Since 2022, he has been the Regional Director for Organisation, Planning and Public Employment.
