At this time, he also started to produce reports based on legislation published in the Official Journal of the Autonomous Region of the Azores. In 1992, he moved from a technical professional career to a technical career under the Regional Implementing Decree no. 37/92/A of August 19.

In 1993, he took up his duties at the then Official Journal Support Section. In a first phase, he was in charge of analysing the legal accuracy of the legal documents submitted by the various regional and local administration departments, assigning orders for publication and distribution of the Official Journal, and issuing opinions on the said publication.  He was also responsible for contacts with both the users of these services and the company in charge of the publication of the Official Journal at the time. He was assigned the responsibility of providing information on the progress of service or on the eventual acquisition of material. In a second phase, he coordinated this service in conjunction with the then Aide to the President of the Government. In 1996, following the change of government, he conducted the entire process of renewing the contract for the composition, assembly, proofreading, printing, strapping and distribution of the Official Journal. Also, during this time, he drew up several pieces of information, addressed to the new leaders, with the aim of making them acquainted with the activities of the Official Journal Service and the respective procedures. Over the years, he has been a member of various committees in charge of opening and analysing proposals submitted under public tenders for the awarding of contracts for Official Journal works. He also has the responsibility of monitoring the entire production process of the Official Journal, assessing penalties to be applied for non-compliance with deadlines or for composition and assembly inaccuracies. In 1998, he was one of the interlocutors for the introduction of the Official Journal on the Internet, presenting some suggestions and contributing with some solutions to this new phase in the operation of this service. On August 31, 1998, he was appointed coordinator of the Official Journal Office by order of the President of the Government. As coordinator of the Official Journal Office, he became responsible for changing the work methods previously in force, namely by introducing electronic mail and stipulating new ways of submitting legal documents to the Official Journal.
