Ivo Luís de la Cerda Garcia e Sousa was born in São Roque do Pico on the island of Pico on November 18, 1984.
He earned his PhD in Electrical and Computer Engineering from Instituto Superior Técnico (School of Engineering), University of Lisbon, and his Master's Degree in Electrical and Computer Engineering from Instituto Superior Técnico, Technical University of Lisbon.
He was a Post-Doc Researcher at the Telecommunications Institute (2015-2020), a Visiting Assistant Professor at the Instituto Superior Técnico, University of Lisbon (2020-2021), and an ICT Instructor at UPskill - Digital Skills & Jobs Programme (2022).
Author of 28 articles in scientific journals and conference proceedings, he has received eight awards and/or honours for his academic and scientific activity, teaching excellence and civic participation. He is a full member of the Portuguese Association of Engineers and the founder of the "Cais do Pico" blog.
Since July 2022, he has served as the Director of the Azores Regional Statistics Service and a full member of the Statistical Council since November 2022.
