Francisco de Sousa Fernandes holds a degree in Civil Engineering from the Instituto Superior Técnico (School of Engineering) and a Master's degree in Business Management and Administration (MBA) from the University of the Azores. He was born in the parish of Sagrada Família, Luanda.
He joined the company Engil in 1997, where he began working in the Planning and Cost Control department, monitoring the implementation of various projects throughout the central and southern regions of the country. He later collaborated in the Commercial sector, where he continued his activity in this company from the Azores.
In 1999, he began working as a construction manager on various projects in the region, having also held this position at the companies Marques and Eng. Luís Gomes. It is at the latter that he began coordinating the company's commercial and production sectors, holding the position of production director since 2009.
He currently serves as Director of the Regional Civil Engineering Laboratory, a position he has held since 2012.
He has been a coordinator or member of research teams in regional, national and international research projects. He has been responsible for organising several national and international workshops and conferences, having participated as a speaker at conferences and scientific meetings in his field of expertise.
He has participated in various courses, seminars and conferences in the areas of engineering, sustainability, energy certification and management. As a designer, he has developed various reinforced concrete and water and sewage projects as part of his higher education training.
A senior member of the Portuguese Association, he has been a member of the Board of Directors of the Portuguese Society of Seismic Engineering since 2013 and chair of the Supervisory Board of the Portuguese Geotechnical Society since 2020.
He holds a Certificate in Occupational Health and Safety and is a Qualified Expert in the Energy Certification System.
Between 2014 and 2016, he was the Coordinator of the Mission and Monitoring Structure of the Regional Public Works Charter. He has been a representative of the Autonomous Region of the Azores and a member of the Supervisory Board of the Fund for the Development of Construction Sciences since 2013.
