José António Gomes was born in Horta on July 5, 1961.
He completed his basic and secondary education in his hometown and graduated in Business Organisation and Management at the University of the Azores.
He began his career at the then Regional Secretariat for Trade and Industry, specifically at the Regional Directorate for Industry, on a fixed-term contract on April 2, 1987. He joined the staff of the Regional Secretariat for Trade and Industry as a senior technician, 2nd class, on November 28, 1988.
He was appointed Director of Regional Budget Services from November 30, 1988, and Director of Budget and Accounting Services from September 14, 1993.
On March 10, 1995, he was appointed Regional Director for the Budget and Treasury, on a substitute basis, until December 1, 1996, when he became Regional Director for the Budget and Treasury.
From October 1, 1997, to June 14, 2000, he served as adviser to the Azores Regional Section of the Court of Auditors.
