José António Gomes Regional Director for the Budget and Treasury
Biographical Note

José António Gomes was born in Horta on July 5, 1961. He holds a degree in Business Organisation and Management from the University of the Azores.

He began his career at the Regional Secretariat for Trade and Industry, more specifically at the Regional Directorate for Industry, on a fixed-term contract on April 2, 1987.

He has been a Senior Technician since November 28, 1988, and a Chief Adviser since December 12, 2000 to the present.

Director of Budget Services from November 30, 1988, to March 28, 1993.

Member of the Board of Directors of the Regional Supply Fund from February 2, 1990, to August 31, 1993.

Aide to the Regional Secretary for Finance, Planning and Public Administration for the area of Budget and Accounting from March 1, 1993, to September 13, 1993.

He held the position of Director of Budget and Accounting Services from September 14, 1993, to March 9, 1995.

On March 10, 1995, he was appointed Regional Director for the Budget and Treasury on a substitute basis until December 1, 1996.

He has served as Regional Director for the Budget and Treasury since December 2, 1996.

He served as adviser to the Azores Regional Section of the Court of Auditors from October 1, 1997 to June 14, 2000.

He took part in the entire implementation process of SAFIRA in the Autonomous Region of the Azores, namely the design of the respective model and its consolidation phase, which took place in a first phase with the centralisation of the Regional Treasury. The process has been concluded.

He is a member of the Technical Commission for Regional Planning according to the Regional Legislative Decree no.12/91 of August 26.

He has been the representative of the Autonomous Region of the Azores to the Accounting Standards Board of the Public Administration Accounting Standards Committee since July 31, 1998.

He was appointed member of the Advisory Council for Science and Technology from November 27, 2001, to February 3, 2006.

He has been a member of the Advisory Council of the Regional Public Administration of the Autonomous Region of the Azores since September 2, 2003.

He is a member of the Commission for the Study and Proposal on the Revision of the Regional Finance Act created by Resolution no. 4/2001 of January 18.

He is the representative of the Region's rights as a shareholder at the companies Eletricidade dos Açores, SA, SATA AIR AÇORES, SA, LOTAÇOR, SA, and AZORINA, SA.

He was appointed member of the Working Group for the Calculation of Tax Revenue for the Autonomous Regions, whose work began on January 29, 2003, representing the Autonomous Region of the Azores.

He was appointed representative of the Autonomous Region of the Azores to the working group with the mission of revising the Finance Act of the Autonomous Regions, which was established by Order no. 8891/2006 of April 20 issued by the Ministry of Finance and Public Administration.

He was appointed representative of the Regional Government of the Azores to the Financial Policy Monitoring Board (CAPF) by Order issued on March 13, 2007, by the President of the Regional Government.

He was appointed representative of the Autonomous Region of the Azores to the Monitoring Committee of the Working Group for the Revision of the Finance Act of the Autonomous Regions by Resolution of the Council of Ministers issued on February 13, 2012.

He was appointed representative of the Regional Government of the Azores to the Financial Policy Monitoring Council by Order issued on March 6, 2014, by the President of the Regional Government.
