Born in Beira - Mozambique, June 10, 1971.
He graduated in Civil Engineering with a specialisation in Structures at Instituto Superior Técnico (School of Engineering). He received his Senior Engineer qualification from the Portuguese Engineers' Association.
He was a trainee engineer at Eurogil - Gestão Imobiliária SA, Grupo Jorge de Mello - (April 1997 to September 1998); Management and coordination of Public and Private Works Contracts at the company Pesna, Sociedade de Construções, SA (Lisbon and Alentejo) - (October 1998 to February 2001); Management and coordination of several Public and Private Works Contracts at the company Somague Ediçor (Azores) - (March 2001 to December 2017); Management and coordination of Works Contracts at the company Casais (Lisbon) - (January to October 2018).
Since 2001, he has completed several courses and training programmes in Civil Engineering and Public Tenders, Financial Management, Leadership and Negotiation; Management and Leadership Development Programme, at the Universidade Católica Lisbon School of Business & Economics (2014).
He was a consultant and coordinator of several private projects and applications to incentive systems (November 2018 to December 2020).
