Born in Ponta Delgada, São Miguel Island, on March 10, 1973.
He holds a degree in Engineering Sciences - Electrical and Computer Engineering from Instituto Superior Técnico (School of Engineering and Technology) and completed a Cybersecurity and Crisis Management in Cyberspace Course at the National Defence Institute.
He has been a member of the technical staff of Globaleda Telecomunicações e Sistemas de Informação S.A., having been the Commercial Director of OniAçores Infocomunicações S.A. between 2002 and 2014. He was also the Commercial Director of Globaleda, Telecomunicações e Sistemas de Informação S.A. from 2014 to 2017.
Appointment (order)
Between 2017 and 2020, he was a member of the Cabinet of the Regional Secretary for Transport and Public Works, where he headed the Coordinating Centre for Communications, Information Technology and Innovation.
From 2020 to 2021, he served as Regional Director for Communications of the XIII Regional Government and Regional Director for Communications and Digital Transition of the XIII Regional Government from 2021 to the present.
He has been a member of the High Council for Cyberspace Security since 2021 and a member of the Cybersecurity Emergency Planning Commission since 2023.
