Article 84

Human Resources Validation and Certification Department (DVCA)

2 - The DVCA comprises the Azores Public Administration Training Centre (CEFAPA), which is the entity responsible for contributing, through training, study and technical support, to the development and enhancement of the human resources of the regional administration, namely:

a) Identifying training and professional development needs throughout the regional administration;

b) Designing, programming and promoting training, improvement and professional development initiatives for the human resources of the regional administration;

c) Collaborating with other departments and services of the central and local administration in the training of human resources;

d) Ensuring the cooperation, namely with similar entities, to enhance human resources in the public administration, foster innovation and support organisational change;

e) Manage training facilities and equipment;

f) Promoting projects to support the development and enhancement of human resources as well as organisational change in the regional administration services and entities;

g) Providing technical advice within its areas of competence to the various regional administration departments and entities as well as, when requested, to other entities, namely to central and local administration entities and services;

(h) Promoting studies, statistical analyses and publications in its areas of competence in collaboration with other regional administration services and entities;

i) Carrying out other duties or activities as determined by higher decision-making levels;

j) Exercise any other powers entrusted by law or regulation.
