Administrative, Transparency and Anti-Corruption Inspectorate

The Regional Public Administration Inspectorate (IRAP), established in 1981 as the Regional Administrative Inspectorate (IAR), is the central strategic service of the Regional Government of the Azores, under the administration of the Vice-President, with supervisory, audit and inspection responsibilities in the administrative and financial areas. It is responsible for verifying the compliance with the obligations imposed by law on the regional administration and its autonomous entities as well as on the regional local authorities and similar entities. Furthermore, it is also its responsibility to verify the application of the European funds granted to regional public and private entities, assess the performance of Services and carry out other duties within the scope of the Regional Government's authority over public associations and companies. In this context, IRAP conducts inspections, audits, surveys, investigations, enquiries and disciplinary proceedings. It is also responsible for studying and proposing measures aimed at greater efficiency in the services subject to its intervention, and for collaborating with other supervisory services. According to legal provisions, IRAP is part of the Internal Control System of the State Financial Administration, with the Regional Inspector being a member of its Coordinating Council. This service is headquartered in Angra do Heroísmo, covering the entire territory and the regional public services operating outside that territorial area. IRAP is headed by a Regional Inspector, legally equivalent to a Deputy Director-General. It comprises inspection and audit services as well as an administrative support unit.
