Following reports regarding the suspension of the application period for Cooperation Investment Value Contracts (CCVI), the Regional Secretariat for Health and Social Security would like to clarify the following:

Normative Order no. 6/2026 of February 11 determines the temporary suspension of the application period for CCVI, without constituting any repeal or amendment of the scheme provided for in the Azores Social Welfare Code (CASA), approved by Regional Legislative Decree no. 16/2012/A.

It should be clarified that this decision solely concerns CCVI, a tool intended for the acquisition of goods and services and specific investments by Private Social Solidarity Institutions (IPSS). As such, CASA remains fully in force and is fully guaranteed by the Institute for Social Security of the Azores (ISSA), so the normal operation of institutions and the continuity of social services provided to Azorean families are not affected.

The temporary suspension of applications to the CCVI arises from the need to focus financial and operational efforts on the implementation of projects funded under the Recovery and Resilience Plan (RRP), which is due to be completed in August 2026, as well as on proper coordination with the Azores 2030 Programme. This is a responsible management decision aimed at ensuring the full use of available EU funds and strict compliance with the established deadlines.

This measure was duly coordinated with the sector's representative structures, namely URMA and URIPSSA, ensuring institutional dialogue and the necessary coordination with the entities involved. The suspension now determined is temporary and intended to ensure legal compliance, financial sustainability and administrative efficiency, in accordance with the principles of legality, good administration and the pursuit of the public interest. 

At the same time, regulatory instruments are being developed to enhance transparency, predictability and fairness in the allocation of investment support, namely by creating specific regulations to define these procedures more clearly.

The Government of the Azores reiterates its commitment to stability, predictability and sustainability in social cooperation in the Region, ensuring that essential responses to the population remain fully safeguarded.
