Born in São José, Ponta Delgada, on the island of São Miguel on August 26, 1961.
She holds a degree in Economics from the Portuguese Catholic University of Lisbon.
She also attended the University of the Azores, on an independent basis, taking courses in Management, in the areas of Accounting, Taxation and Auditing.
She was a Senior Technician at the Management Control Planning Department of the Azores Electricity Company between 1985 and 1990, and Director of Administrative and Financial Services at Cimentaçor, Cimentos dos Açores, Lda. between 1990 and 2004.
She served as Administrator of the University of the Azores between 2005 and 2011, and as Administrator and Executive Director of the University of the Azores' Welfare Services between 2011 and 2022. Since June 13, 2022, she has chaired the Board of Directors of the Regional Cohesion and Economic Development Support Fund.
