Following the statements made by the Socialist Party regarding the new Cooperation Scheme with Local Authorities, the Regional Directorate for Cooperation with Local Authorities (DRCPL) clarifies the following:
1. The Government of the Azores recognises, values and commends the work of Azorean mayors in defending the legitimate expectations of their residents and constituents. Mayors are the face and voice of the people and their aspirations. They are known by name, valued for the positive impact of their work, and held personally accountable for unresolved challenges.
2. The Programme of the XIV Regional Government has defined, as a priority, in its relations with local authorities, the development of a new era of partnership and joint development, following the presentation of the new Technical and Financial Cooperation Scheme with the Parishes and Parish Associations in the Azores.
3. This collaboration framework has established a joint, stable and equitable working partnership, regardless of party affiliations. It recognises Parish Councils as trusted partners in addressing the needs of our 155 parishes.
4. With an extensive process of dialogue, collaboration and consultation, the Regional Government of the Azores has transformed the model of collaboration with local authorities in the Azores.
5. Out of all the agreements entered into, whether for cooperation, collaboration or coordination, totalling €8.6 million, payments amounting to approximately €5.6 million have been made; it is expected that, within a reasonable timeframe and considering the dates of receipt of the proof of expenditure, a further €374,000 will be paid, with invoices totalling €26,000 still to be submitted.
6. The difference between the approved and paid amounts corresponds to requests for extensions to the implementation of investments, submitted by Parish Councils themselves and, after careful consideration, approved by the Regional Government.
7. Accordingly, under the new Cooperation Scheme with Local Authorities, the Government of the Azores has no outstanding debts to Azorean parish councils. It maintains relations with all of them based on respect and predictability, acknowledging that their goals are the same as those of the Government of the Azores: responding to the needs and aspirations of the Azorean people.
8. The XIV Regional Government of the Azores will continue its policy of cooperation with local authorities, based on respect for their autonomy and powers, and in accordance with principles of independence and transparency.
