Communiqué from the Council of the Government - Communication

The Council of the Government, which met on October 29, 2025, in Ponta Delgada, decided to adopt the following measures:

1.  Pass the proposals for the Regional Legislative Decree approving the Regional Plan and Budget Proposals for 2026.

These proposals reflect the priorities and strategic goals set out in the Programme of the XIV Government of the Azores and provide for their effective implementation.

2. Approve the Resolution amending Resolution No. 138-A/2025 to carry out the expenditure provided for therein, regarding the procurement of non-specialised medical services from Basic Emergency Units, Complementary Care Service and Integrated Continuing Care Units of the São Miguel Island Health Unit, through a public procurement procedure.

Given the current market context, it is more convenient to procure the aforementioned medical services through a single contract, rather than multiple contracts, as was the case in previous years. This contract amounts to a total of €1,931,220.00, VAT exempt, for 2026.

3. Approve the Resolution declaring the public utility for the compulsory purchase of the rural property located at Rua do Biscoito, parish of Santa Bárbara, municipality of Ribeira Grande.

The public utility of this compulsory purchase is based on the need for the Ribeira Grande Municipal Council to build a car park and a rainwater retention basin at Rua do Biscoito in the parish of Santa Bárbara. The intervention is of considerable public utility, given the serious problem with rainwater drainage and parking in that location.

4. Approve the Resolution declaring the public utility for the compulsory purchase of the urban property located at Rua do Mourato, no. 23, parish of Ribeira Seca, municipality of Ribeira Grande.

The public utility of this compulsory purchase is based on the need for the Ribeira Grande Municipal Council to proceed with the construction of the "Car Park at Rua do Mourato - Ribeira Seca." This is a necessary intervention of considerable public utility for the municipality and the parish of Ribeira Seca, in particular.

5.  Approve the Resolution declaring the public utility for the compulsory purchase of the urban property located at Rua Central, no. 1, parish of Calhetas, municipality of Ribeira Grande.

The public utility of this compulsory purchase is based on the need for the Ribeira Grande Municipal Council to build a car park on that site, as it is a necessary intervention of significant public utility.

6. Approve the Resolution authorising the signing of a contract programme with Portos dos Açores, S.A., aimed at supporting the company with costs incurred with technical support for the project integrated into the “Azores Sea Cluster,” with a view to ensuring specialised technical support for the public contractor, for a maximum amount of €213,157.36 for a period of two years. 

As part of the implementation of the “Azores Sea Cluster” project, under the Recovery and Resilience Programme, this contract programme grants financial support to Portos dos Açores, S.A. for the technical collaboration to be provided to the Regional Secretariat for the Sea and Fisheries by supplying a naval engineer with recognised skills in monitoring shipbuilding projects for the Azores Sea.

7. Approve the Resolution authorising the expenditure and procurement of the works contract for the "Renovation and improvement of energy efficiency in two multi-family buildings in the Rua do Jogo housing development, parish of Ribeirinha, municipality of Ribeira Grande.
