The Council of the Government, which met on June 27, 2024, in Vila do Corvo, adopted the following measures:

1. Approve the Resolution authorising the expenditure and procurement of the works contract for the "Refurbishment of a property on the island of Corvo," with a base price of 115 thousand Euros, plus VAT at the legal rate in force.

The Autonomous Region of the Azores has housing available on Corvo Island that must be renovated to meet local needs.

The Regional Government has already completed the respective implementation project and is now in a position to proceed with the works.

Therefore, the Regional Secretary for Youth, Housing and Employment is delegated the power to carry out all the procedures that, under the terms of the law and the procedure adopted, are entrusted to the entity with procurement powers and the public contractor.

2.  Approve the Resolution delegating to the Regional Secretary for Tourism, Mobility and Infrastructures the power to authorise exemptions from the payment of fees and tariffs due for occupation licences for trade, industry or entertainment activities as well as for the occupation of embankments, land and buildings, and the occupation of spaces as set out in the Specific Tariff Regulations of Portos dos Açores, S.A.

3. Appoint, on a replacement basis, Pedro Rodriguez Novais Brázio, as nurse-director, to join the Board of Directors of the Divino Espírito Santo de Ponta Delgada Hospital - E.P.E.R., during the absence of the nurse-director, Lúcia de Fátima Vieira Cabral Rodrigues.

4.  Approve the Regional Implementing Decree regulating the system of incentives for the production and storage of energy from renewable sources in the Autonomous Region of the Azores - PROENERGIA.

The Programme of the XIV Government of the Azores stipulates that one of the priorities in energy policy is focused on investment in renewable energy sources, helping to reduce imports and our dependence on fossil fuels, in addition to promoting policies and implementing incentive mechanisms for citizens and companies to contribute to the energy transition.

The system of financial incentives for the production of energy from renewable sources in the Region, known as PROENERGIA, is an essential pillar for pursuing the energy transition in the Azores by increasing the energy efficiency of buildings.

There is a need to regulate the granting of financial incentives for the production of energy from renewable sources in the Region. This should include the registration of state aid and meet the requirements of REPowerEU regarding the acquisition and installation of storage systems, when acquired to complement solar photovoltaic systems financed under the Recovery and Resilience Plan.
