Vice-Presidency of the Government steps up capacity-building for public entities and implementation of LINKA - Communication

The Vice-Presidency of the Regional Government, through the Regional Directorate for Communications and Digital Transition (DRCTD), is organising a series of training sessions for regional public administration entities. The aim is to support the digital transition and dematerialisation of public services, step up the implementation of the LINKA architecture and promote the use of the Azores Services Portal as the single point of access to the Region’s digital services.

These initiatives are part of the Regional Government’s administrative modernisation strategy and aim to support public entities in streamlining their processes, thereby promoting a more efficient and integrated public administration focused on the needs of citizens and businesses.

This initiative also falls within the remit of the Regional Directorate for Communications and Digital Transition. In addition to communications, digital infrastructure and cybersecurity, this department is tasked with coordinating and monitoring the implementation of the regional digital transition strategy, promoting administrative modernisation, simplifying processes and adopting digital solutions that enhance the efficiency of public services and bring them closer to citizens and businesses.

In these training sessions, organisations are encouraged to adopt the key components of the LINKA architecture, transforming their administrative processes and their approach to delivering digital public services, always leveraging the interoperability component.

The Azores Services Portal plays a central role in this strategy, serving as the single digital gateway to the public services provided by the Regional Public Administration – a single point of access to services, regardless of the entity responsible for delivering them – thereby simplifying the search for information, the submission of applications and the tracking of cases.

In addition, Azor.ID ensures secure integrated authentication for the Region’s digital services, providing a simpler and more consistent experience for users.

In turn, RegiDoc provides mechanisms for the certification and management of official documents, contributing to the traceability, security and reliability of electronic administrative procedures.

The LINKA training sessions consist of detailed presentations on more than a dozen application modules within the interoperable architecture. They have been taking place throughout June and will continue into July, involving the Regional Public Administration departments. Simultaneously, small-group workshops dedicated to specific services are being held, allowing participants to analyse specific cases, clarify queries and provide direct support for the ongoing dematerialisation procedures.

This approach seeks to ensure that organisations acquire not only knowledge of the available technological tools, but also the autonomy to drive their own digital transformation processes sustainably within the LINKA ecosystem, thereby avoiding not only the creation of their own departmental tools, which are redundant and lack integration,  but also the replacement of a wide range of obsolete applications.

The Regional Directorate for Communications and Digital Transition has stepped up its close monitoring of public entities, taking an active role in managing organisational change – a continuous process of capacity-building, collaboration and human support – recognising that the modernisation of public services depends as much on technology as on the people who use it daily.
