Second phase of Horta bypass demonstrates good synergy between local and regional authorities, stresses José Manuel Bolieiro

The President of the Regional Government, José Manuel Bolieiro, stated today that the second phase of the Horta bypass is an example of good synergy between local and regional authorities in favour of the community and the development of the territory.

"We are doing well in this effort of cooperation, understanding and dialogue, valuing comfort and urban life," he said, speaking at the ceremony marking the laying of the first stone for the second phase of the Horta bypass.

"We are now seeing the beginning of the work," he continued.

Mentioning EU funds, specifically those relating to the Recovery and Resilience Plan (RRP), he added: " We are fulfilling a goal in the time that was possible, which is an opportunity to optimise the financial resources available."

While highlighting the "shortening of distances" and greater "comfort" that the project will bring, José Manuel Bolieiro recognised that financial resources are scarce and require "good judgement and the ability to deliver" for the benefit of the development of the Azores.

"Progress is made by doing what can be done: and we are doing what can be done. Congratulations to Faial and the Azores," he said.

It should be noted that the second phase of the Horta bypass will be the main route for traffic movements from the south (airport) to the north of the city and the parish of Conceição, also connecting with the Regional Road no.1 to Almoxarife beach.

Access to the Manuel de Arriaga Secondary School will also have a faster and safer route for users from Flamengos and central and northern areas of Horta.

The bypass is about three kilometres long and includes three roundabout intersections and two works of art over existing streets.

As such, the project involves the construction of a bypass with urban features, with the construction of a bike path and pavements, and also includes the landscaping of the roadsides and surrounding areas. The cross-sectional layout consists of a three-lane carriageway, each 3.50 metres wide, bordered by ditches and pavements.

The sections with a two-way bike path will be 2.20 metres wide and the entire road will be surrounded by walls made of prefabricated concrete blocks covered with basalt stone.

The work includes earthworks, drainage systems, paving works, placement of road and safety signs, installation of public lighting, ancillary works, works of art and landscape integration works.

The works contract was awarded to the Tecnovia-Açores, SA/Afavias, SA/Marques, SA consortium.
