Carlos Ferreira Pinto Lopes
Biographical Note

Carlos Pinto Lopes graduated in Law at the Faculty of Law of the University of Lisbon (1989) and holds a Master's Degree in Environmental Planning and Spatial Planning from the Faculty of Sciences and Technology of the New University of Lisbon (2007). He is a lawyer enrolled at the Portuguese Bar Association - Professional Certificate no.89-A.

He joined the Regional Public Administration of the Azores in 1989, where he held various management positions in the areas of human resources, general and special administrative law, water resources, the environment, urban planning and spatial planning.

In 2004, he was awarded a student grant for attendance of a Masters course (Pre-Bologna) and later, in 2007, he was granted unpaid leave.

Also, in 2004, he resumed his private practice as an Associate Lawyer with the law firm Lorena de Séves, Abalada Matos e Cunhal Sendim -Sociedade de Advogados R.L in Lisbon.

In 2007, he moved to the law firm Sérvulo & Associados - Sociedade de Advogados in Lisbon, firstly as a senior consultant and then as a member of the Urban Planning, Environment and Real Estate Section, where he remained until 2013.

In 2013, he founds the firm L -Advogados e Associados, Sociedade de Advogados in Ponta Delgada, Azores, together with two other founding partners.

In May 2013, he resumed his career in the Regional Public Administration and was appointed Director of the Technical Office of the Presidency of the Government of the Azores, a position equivalent to regional assistant director.

He was appointed Director of the Regional Government Consultation and Legal Studies Centre in December 2023, a position equivalent to regional director that he holds to this day.

He has directed his knowledge and professional experience in research in areas associated with the Law of the Sea (CIIMAR -Interdisciplinary Centre of Marine and Environmental Research). 

Additionally, he has provided advice and delivered opinions on highly complex legal areas, namely those pertaining to Maritime Law, Maritime Spatial Planning and Marine Use Licensing, Spatial Planning and Urban Planning, Nature Conservation, General Administrative Law, Public Law, Regulatory and Public Procurement Law, and also Legislative Law and its impact on public policies.

He has collaborated with the Government of the Republic of Cape Verde and the Democratic Republic of São Tomé and Príncipe in his areas of expertise under international cooperation protocols aimed at the social and economic development of African island countries.

He collaborates on a regular basis with the Faculty of Science and Technology of the University of the Azores, where he teaches environmental law.
