Maria João Carreiro confident in launching new public tender for 48 houses in Terra Chã this year - Communication

The Regional Secretary for Youth, Housing and Employment, Maria João Carreiro, has confirmed that the Regional Government is working to ensure the conditions are in place for the launch, later this year, of a new public tender for the construction of 48 houses in the southern part of the Terra Chã neighbourhood in Angra do Heroísmo, Terceira Island.

During a visit to the neighbourhood, accompanied by the Regional Director for Housing, Daniel Pavão, and the Mayor of the Terra Chã Parish Council, Luís Soares, the Regional Secretary stated that the project is currently being reviewed, following the Government Council's approval of the international public tender and its subsequent launch.

“This Regional Government has not been idle. On January 30, 2025, we launched the public tender for the construction of 48 houses in the Terra Chã neighbourhood. However, no proposals were received for the implementation of that project, which was part of the Recovery and Resilience Plan (RRP) investment,” she recalled.

According to the Regional Secretary, given the works contract deadline, the time required to launch and process a new tender procedure, along with deadlines for implementing the RRP, it was not possible to continue to include this project under its scope.

Nevertheless, given the importance of this investment as part of the General Plan for Urban and Housing Redevelopment of the Terra Chã Neighbourhood, the Regional Government has, once again, secured funding for this project, this time through the "Azores 2030" programme.

“Projects such as this reflect a public policy geared towards tangible results, capable of bringing about real and lasting changes in people’s lives and the development of communities. However, we cannot skip or rush through stages, so this will always be a phased intervention with progressive achievements,” she noted.

Regarding the 12 walled-up houses, the government official explained that they fall within the scope of the Neighbourhood Master Plan. As such, some will be renovated whilst others will make way for new urban infrastructure. At the end of this urban redevelopment project, the number of dwellings will not be reduced.
