The Regional Secretariat for Tourism, Mobility and Infrastructures informs that, under the "Public Tender for the Concession of Regular Road Passenger Transport Services on São Miguel Island," three proposals were submitted via the Acingov platform used for this public procurement procedure, regarding which the following clarifications are provided:

a. One of the proposals is considered a "non-proposal," i.e. it only presents a statement of willingness to provide certain services limited to the ticketing component, without complying with the formalities required by law to be considered a proposal;

b. Another proposal presents an abnormally low price, according to the Tender Specifications of the procedure, and is now subject to the presentation of additional clarifications that will be requested by the jury to be eventually considered admissible for technical analysis;

c. The remaining proposal meets, from the outset, the fundamental requirements for its admission for technical analysis by the jury, who will be responsible for its assessment in due course.

The process will proceed as normal, according to the existing regulatory requirements, as regards gathering the necessary clarifications from the tenderers, analysis by the jury and administrative procedures, pursuant to the deadlines set by law and the procedure schedule.

The"Public Tender for the Concession of Regular Road Passenger Transport Services on São Miguel Island" was published in the Official Gazette on March 21, 2025, with a base price of €64,545,885.00 and a maximum completion period of 15 years (10 years of initial validity and subject to extension for another five years), which is equivalent to €4,303,059.00 per year. The deadline for submitting proposals was 60 days, which was extended by a further 60 days until July 14.
